Elaboration of the Feasibility Study on Synchronous Interconnection of Ukrainian and Moldovan Power Systems to ENTSO-E Continental Europe Power System

Beneficiaries: Partners – Ministry of Economy, Moldova (Lead Partner); Ministry of Economy, Romania (Partner 1); Ministry of energy and Coal Industry, Ucraine (Partner 2).

Financing: The total cost of the project (for all partners- Republic of Moldova, Romania and Ukraine) was 7,067,376.80 euros, of which 6,360,639.12 euros were covered by the EU grant, and 706,737.68 euros - from the own contribution of the Partners. The total amount of expenditures for the Republic of Moldova was 5,063,609.9 euros, of which- 4,936,879.12 euros from the Grant means and 126,730.78 euros – from local contribution.

Implementation period: 2013-2016

Main objective: The overall objective of the project is to support the connection of Ukraine and the Republic of Moldova electrical networks with the ENTSO-E Continental Europe electrical network through analysis of the technical, organizational and legal possible obstacles.

Main components of the Feasibility Study:

  • Steady State Analyses;
  • Dynamic Analyses;
  • Operational Issues, Control of power exchanges;
  • Legal and regulatory Issues.

Main results:

  • A common mathematical model of the power systems in the project area, as a tool for interconnected operation of the Ukrainian and Moldovan power systems with the ENTSO-E Continental Europe power system;
  • A common methodology for secure for interconnected operation of the Ukrainian and Moldovan power systems with the ENTSO-E Continental Europe power system;
    The Catalogue of technical, organizational and legal measures to be taken as a solution for a reliable synchronous interconnection of the Ukrainian and Moldovan power systems with the ENTSO-E Continental
  • Europe power system;
  • Signing of the Interconnection Agreements which define the rights and responsibilities of the Parties regarding the following steps in the process of extending the ENTSO-E CE synchronous zone.

This Project contributes to the consolidation of Ukraine and Moldova energy security. 

The partnership continues, following the steps for interconnection, recommended by ENTSO-E. The Ukrainian and the Moldova Partners are permanently supported by the Romanian Partner and the Leader of the Consortium, Transelectrica, in undertaking these steps. The Partners’ TSOs shall perform all the necessary tests. The trial synchronous operation shall be performed by Partners, when allowed by RG CE, and, if needed, additional measures shall be undertaken, all critical non-compliances shall be removed, ensuring ENTSO-E takes the decision on permanent synchronous operation. This will not only eventually connect the three countries and the inhabitants, but also social units, economic agents, public bodies, etc. 

Upon implementation of the planned connection, the population of the involved countries shall benefit from enhanced security of power supply and sources diversification.
