Initiative to Nurture Sustainable Public Infrastructure through Renovations for Energy Efficiency Project (INSPIREE)
General objective
The Project’s overall objective is to improve Moldova’s energy security and the quality of public services through energy efficiency renovation of public buildings.
Specific objectives include the following:
- Improvement of the energy efficiency of selected public buildings in Moldova
- Reduction of final energy demand and greenhouse gas emissions of the selected public buildings
- Improvement of the working and living conditions for the users of the selected public buildings
- Improvement in the accessibility of the selected public buildings
- Improvement of the resilience of the selected public buildings to extreme weather events
Project Impact Indicators:
- Achieving a 60% reduction in energy consumption in the targeted buildings.
- Reducing annual energy consumption by 12.3 GWh.
- Decreasing CO₂ emissions by 4,200 tons per year.
Project Beneficiaries:
- Ministry of Education and Research of the Republic of Moldova
- Ministry of Health of the Republic of Moldova
- About 200,000 citizens will benefit from a comfortable and efficient environment as a result of the modernization of the energy infrastructure.
- Private sector energy service companies (construction and design companies, energy auditors, equipment suppliers) will also benefit from the Project as it will build demand for their services and will build their expertise and capacity.
Main Project activities:
The project is structured into two main components, which represent the core activities to be carried out:
Component 1: Implementation of energy efficiency measures and complementary measures in 16 buildings of higher education institutions (approximately 58,000 m²) and 14 district hospital buildings (approximately 34,000 m²).
Component 2: Technical assistance for project implementation ( support for the implementation of social and environmental aspects, project management, energy performance certification, training, communication, etc.).
Implementation period: 2025 – 2031
Project amount: EUR 73.0 million, including:
- EUR 30 million – Loan provided by the French Development Agency (AFD)
- EUR 38.7 million – Grant provided by the German Federal Ministry for Economic Cooperation and Development (BMZ) through the German Development Bank (KfW)
- EUR 4.3 million – Contribution from the Government of the Republic of Moldova
