Project objective: increasing the efficiency of the District Heating system in Chisinau

Project Components and Activities

Part 1. Optimization of Heat and Electricity Generation

Increasing Efficient Cogeneration, including:

- Installation of high-efficiency cogeneration plants based on gas engines at CT West and CET Source 3; installation of electrical transformers and distribution facilities, and any other equipment for connecting the new plants located at CT West and CET Source 3 to the electricity grid and urban grids.

- Support in the procurement procedure and technical supervision for the design, supply and installation of cogeneration plants.

- International probity advice related to the procurement procedure for the package of design, supply and installation of cogeneration plants.

- Feasibility Study for the construction of new high-efficiency thermal and electricity generation capacities for Termoelectrica SA.

- Installation of a new feedwater pump and motor (including related equipment) for the steam boiler in Unit No. 2, CET Source 1.

Part 2. Pilot Energy Efficiency Investments

- Installation of Individual Heat Substations (IHSs) in residential and public buildings, including associated thermal networks.

Part 3. Project Management

- MEPIU supports for Project management activities and operational costs, including provision of consultancy services.

- Audit of Termoelectrica SA financial statements and financial audit of the Project accounts.
